GENERAL PROCUREMENT NOTICE

SMALL HISTORIC CITIES DEVELOPMENT PROJECT

Loan No. 18RU02

The Russian Federation received a USD220 million loan from the New Development Bank (NDB) to finance the Small Historic Cities Development Project and intends to use part of the loan proceeds for procurement of goods, works and services, including consultants’ services, under this project. The project is co-financed by the Russian Federation.

The project consists of the following components:

Component 1: Establishment of Historic Settlement Culture Centers Based on Selected Urban Fragments in Historic City Centers

This Component includes implementation of subprojects in the following historic cities: Arzamas (Nizhny Novgorod Oblast), Chistopol (Republic of Tatarstan), Gorokhovets (Vladimir Oblast), Rostov (Yaroslavl Oblast), Staraya Russa (Novgorod Oblast), Suzdal (Vladimir Oblast), Torzhok (Tver Oblast), Tutaev (Yaroslavl Oblast), and Vyborg (Leningrad Oblast).

Subproject implementation will involve selection of Consultants (design and technical supervision) and General Contractors to allow: rehabilitation of cultural heritage sites; reconstruction and construction of other projects to recover lost historic development patterns in the protected zones (spatial regeneration); adaptation of the rehabilitated, reconstructed and newly constructed facilities, including installation of necessary service and support equipment; landscape enhancement and local improvements; and upgrading of utilities and transport infrastructure.

Component 2: Urban Infrastructure and Ecological Improvement to Increase the Attractiveness of Historic Settlement for Visitors and Local Population
This component shall increase tourism attractiveness of the historic settlements by financing small municipal infrastructure subprojects in the following cities: Arzamas (Nizhny Novgorod Oblast), Staraya Russa (Novgorod Oblast), Suzdal (Vladimir Oblast), and Tutaev (Yaroslavl Oblast).   

Subproject implementation will involve selection of Consultants (design and technical supervision) and General Contractors to allow: landscape enhancement of the territory; improvement of the water ecosystem in several ponds; establishment of walking routes; architectural lighting of buildings/facilities; establishment of a visitor navigation system; rehabilitation of cultural heritage sites; and establishment (construction/reconstruction/rehabilitation) of infrastructure projects, including parking lots, pedestrian zones, embankments, quays, cable cars, and bridges.

Component 3: Marketing and Branding

This Component includes activities aimed at improving the attractiveness of the Participating Cities through development and implementation of their marketing strategies.

Component 4: Project Management and Monitoring
This Component includes activities to support Project implementation, monitoring and evaluation via the annual audit.

The NDB shall post to its website the agreed initial procurement plan and all subsequent updates thereof.

All Special Procurement Notices shall be posted to the NDB’s website and the Implementing Agency’s (IA) website as they are prepared.
