TVER OBLAST
Traveling Palace: Main Building
The design documents received a positive opinion from Glavgosekspertiza after the state review that included a review by environmental experts.
In 2011, the technical part of the bidding documents, including the Environmental Management Plan (EMP) (zip, 29 Kb), was developed.
In 2012, public consultations on the EMP were prepared and held. Based on the discussion, the EMP was approved and its implementation activities were outlined. In addition, it was proposed to hold public consultations on the Environmental Management Plan for the Palace Garden restoration project (the project was developed by the Tver Oblast as a contribution to PPCHRP counterpart funding).
Public consultations on the Environmental Management Plan (EMP) (zip, 30 Kb) for restoration and adaptation the Palace, Governor and Public Gardens were prepared and held in 2014. The first stage included restoration and adaptation of the Palace Garden (the 1760s–1770s, 1809-1811, the 1860s-1870s, and 1st half of the 20th century).
Based on the discussion, the EMPs were approved and their implementation activities were outlined.
A contract for Traveling Palace (Main Building) restoration was signed in 2012.
FISP coordinated activities that were implemented to ensure compliance of the rehabilitation/restoration works with the environmental laws and the environmental provisions of Contract FC-11(w), including:
· Ambient air, water and soil protection activities as well as measures aimed at reduction of the potential adverse impact of noise and vibration;
· Compliance with the construction waste handling regulations; and
· Monitoring under the Industrial Environmental Monitoring Program and the Industrial Monitoring Program focusing on monitoring of compliance with sanitary regulations and implementation of sanitary and epidemiological (preventive) activities.
General civil works and restoration works were completed in Q2 2015. Rostekhnadzor issued a certificate of conformity for the completed works, including the environmental aspects.

LENINGRAD OBLAST
Restoration of the House of the Station Master Museum in the village of Vyra (Leningrad Oblast)
The designer (a Joint Venture composed of CJSC Novaya Era and LLC Architecture Bureau Liteinaya ) developed design documents for the site, including the List of Environmental Management Activities.
Leningrad Oblast designers developed design documents for capital construction project Access Road to the House of the Station Master Museum from the Kempolovo-Vyra-Tosno-Shapki Road to enhance transport connectivity and received a positive opinion from the State Review Office for the Leningrad Oblast. The road was built and put into operation in 2018.
The technical part of the bidding documents included the Environmental Management Plan (EMP) (zip, 41 Kb). Public consultations were held on October 11, 2017. The participants resolved to approve the EMP for the House of the Station Master Museum in the village of Vyra.
Competitive bidding for the rehabilitation/restoration contract was announced in 2017.
The general contractor (a Joint Venture composed of LLC Lapin Enterprises (lead partner) and LLC Souyzstroy) was competitively selected in 2018.

Restoration of the Historical, Architectural and Natural Museum-Reserve ‘Mon Repos Park’ (Leningrad Oblast)
The designer (a Joint Venture composed of CJSC Novaya Era and LLC Architecture Bureau Liteinaya ) developed design documents for the site, including the List of Environmental Management Activities.
Public consultations on the restoration project (Rehabilitation of Water Engineering Facilities and Works to Be Performed in the Mon Repos Park Water Area: Environmental Impact Assessment (EIA)) (zip, 9.7 Mb) were held on June 27, 2014 in the Vyborgsky Rayon administration office. A positive opinion of the State Environmental Review Office under the Federal Service for Supervision of Natural Resources was obtained in Q2 2015.
A positive opinion of the State Review Office was received in Q4 2015.
The technical part of the bidding documents included the Environmental Management Plan (EMP) (zip, 44 Kb). Public consultations were prepared and held on July 21, 2017. The participants resolved to approve the EMP for restoration of the complex of estate buildings and park facilities (former Mon Repos Park) of the 18th-19th centuries.
The general contractor (CJSC Vozrozhdenie) was competitively selected in 2017.
As the positive opinion of the State Environmental Review Office issued in 2015 had expired, the documents were resubmitted for review, including the update of the Environmental Impact Assessment of the Mon Repos restoration project (in terms of implementation of design solutions in the inland sea (Zaschintaya Harbor of the Vyborg Bay) (zip, 11.9 Mb) .
Public consultations on the project EIA were held on August 28, 2017.
In November 2017, CJSC Vozrozhdenie, the general contractor, launched the rehabilitation/restoration process.
Follow-up public consultations on the design documents for Restoration of the Historical, Architectural and Natural Museum-Reserve ‘Mon Repos Park’ (zip, 115.6 Mb) and the related Environmental Impact Assessment (zip, 18.9 Mb) were held in Vyborg on April 20, 2018.

Restoration of the Vyborg Castle
Scientific design documents and technical part of the bidding documents were developed by the Joint Venture composed of CJSC Novaya Era and LLC Architecture Bureau Liteinaya Chast-91 in 2016.
The design documents and results of the engineering survey were certified by Glavgosexpertiza as compliant with the established requirements, including the environmental ones.
Moreover, the Federal Agency for Fishery issued its approvals and opinions (No. 2721-VS/UO2 of May 17, 2016) enabling implementation of activities in the water conservation area without compensatory measures. The Russian Federal Research Institute of Fisheries and Oceanography (VNIRO), acting within the scope of the project, assessed the impact of site construction and operation on aquatic biological resources. As shown by the assessment, the proposed design solutions preclude any negative impact on aquatic biological resources at the construction and operation stages.
The bidding documents included the Environmental Management Plan (EMP) (zip, 40 Kb) .
Public consultations on the project EMP were held in Vyborg in December 2016. The resolution was as follows: 1. The public consultations shall be deemed duly held and the population shall be deemed informed. 2. To approve the Environmental Management Plan for the subproject entitled A Complex of Island-based Fortifications and Structures. Restoration, Including Adaptation for Implementation of Museum/Exhibition Functions.
The contract for civil works under the project was signed in May 2018 (contractor: JSC Renessans-Restavratsiya).

Construction of the Multifunctional Museum Facility (MMF) in the village of Rozhdestveno, Gatchinsky Rayon
The design documents were reviewed by Glavgosexpertiza and certified as compliant with the effective legislation.
The Environmental Management Plan (EMP) (zip, 33 Kb) was posted to the Rozhdestveno Rural Settlement website to raise public awareness.
Public consultations were held on October 29, 2015. The resolution was: to give effect to the Environmental Management Plan for the subproject entitled Construction of the Multifunctional Museum Facility at: Leningrad Oblast, Gatchinsky Rayon, village of Rozhdestveno. The general contractor (LLC Metrostroy) started performing civil works in 2016.

NOVGOROD OBLAST
Restoration of the White (Alekseevskaya) Tower of Roundabout City and Creation of a Museum Display ‘Ancient Town Defense Works’
The designer (LLC MART) developed scientific design documents for the site, including the List of Environmental Management Activities.
The technical part of the bidding documents included the Environmental Management Plan (EMP) (zip, 33 Kb) that was posted to the website of the Novgorod State United Museum-Reserve to raise public awareness.
The restoration contract was signed.

The general contractor completed all rehabilitation/restoration works in 2017.
Restoration, Including Conservation, and Museumification of the Church of the Annunciation at Gorodische (Novgorod Oblast)
The designer (LLC MART) developed scientific design documents for the site, including the List of Environmental Management Activities.
The technical part of the bidding documents included the Environmental Management Plan (EMP) (zip, 31 Kb) .
Public consultations on environmental and social issues were prepared and held in November 2013. The consultations were attended by representatives of the Novgorod State United Museum-Reserve, Novgorod City and Novgorod Oblast Administrations, FISP, and residents of Veliky Novgorod and Novgorod Oblast. Discussions held during the public consultations helped identify critical issues on which the views and wishes of the population should be taken into account, including landscaping of the territory around the cemetery near the Church of the Annunciation at Gorodische, EMP implementation, inter alia, during the archaeological excavations, and establishment of a new cemetery in the Volotovsky Rayon.
The Novgorod Oblast Government informed FISP respective amendments to the Volotovo Rural Settlement Master Plan, Land Use and Development Regulations had been drafted to include the new cemetery, and that the project of service land and pedestrian bridge construction across the Spasovka River had received a positive opinion from the State Review Office.
In December 2015, the scientific design documents for the subproject entitled Restoration of the White (Alekseevskaya) Tower of Roundabout City and Creation of a Museum Display ‘Ancient Town Defense Works’ received a positive opinion from the State Review Office, including the environmental aspects.
A contract for restoration of the cultural heritage site was signed in 2016.

The designer (a Joint Venture composed of LLC Planarсh S.r.l. (lead partner) and T.E.C.N.I.C. Construction Technologies and Consultations – Engineering Consulting – Joint Stock Company), together with LLC Novy Gorod (the subconsultant), developed scientific design documents for the site, including the List of Environmental Management Activities.
The bidding documents included the Environmental Management Plan (zip, 51 Kb) to be implemented during the restoration process.
Competitive bidding for rehabilitation/restoration works was announced in 2017.
The rehabilitation/restoration contract with JSC Renessans-Restavratsiya was signed in October 2018.

· Establishment of a Multifunctional Tourism Facility in the Serov Memorial Art Museum Domotkanovo, a Branch of the Tver Oblast Art Gallery;
· The Carousel Theater in Historical Monuments (Pskov Oblast);
· Development of a Visitor Navigation System and Improvement of Tourism Services in the Novgorod Museum-Reserve;
· Portable Stage Construction in the Drama Theater on Vasilievsky;
· Museumification of Fortifications along the Old Border Line of the Ostrovsky Fortified Area, a Branch of the Pskov Oblast Military History Museum-Reserve;
· Creation of Display Ostrovsky Region in the History of the Pskov Land;
· Establishment of Multifunctional Information and Activity Area for Children Arina Rodionovna’s Courtyard in the Pushkin’s Nanny’s House Museum;
· Portable Stage Construction in the State Drama Theater in Liteiny;
· Establishment of a Stage Complex for Outdoor Events and a Museum Information Center in the Korela Fortress (Leningrad Oblast);
· Renovation of the Culture and Art Center Dacha Chaika (Tver Oblast);
· The New Life of an Old Estate (Tver Local History Museum);
The following subprojects are under implementation:
· The Museum for All and Everyone (State Museum-Reserve Izborsk);
· Creation of Display Sofia Kovalevskaya: Life and Fate (Velikoluksky Rayon, Pskov Oblast);
· Modernization of Tourism Infrastructure in the Vitoslavlitsy Museum of Russian Wooden Architecture (Novgorod Oblast);
· Life and Everyday Routine in the Border Zone. Ostrovsky Fortified Area. Early 20th Century (Pskov Oblast Military History Museum-Reserve);
· Establishment of the Entrance and Estate Zones in the Museum of Architecture and Ethnography Vasilevo, a branch of the Tver State United Museum.
· Tourism Infrastructure Modernization in the Chudovo Branch of the Novgorod Museum-Reserve.
FISP has been monitoring conformity to environmental screening requirements in the process of subproject implementation.
MUSEUM SECURITY SUBPROJECTS
The following subprojects were completed with due regard for the results of environmental screening conducted in 2011-2017:
· Establishment of a Comprehensive Unified Security System in the Suvorov Estate Museum in the Village of Konchanskoye, a branch of the Novgorod State United Museum-Reserve
· Modernization of the Comprehensive Unified Security System in the Iskra House Museum, Pskov Oblast;
· Modernization of the Comprehensive Unified Security System in the Pskov Kremlin;
· Modernization of the Comprehensive Unified Security System in the Mussorgsky Memorial Estate Museum;
· Modernization of the Comprehensive Unified Security System in the State Museum Vyborg Castle, Leningrad Oblast;
· Modernization of the Comprehensive Unified Security System in the History and Ethnography Museum-Reserve Yalkala, Leningrad Oblast.
